RECRUITMENT FOR THE POST OF ASSISTANT PROFESSORS IN BROAD AND SUPER SPECIALITIES THROUGH DIRECT RECRUITMENT AND LATERAL ENTRY (REGULAR AND LIMITED RECRUITMENT)

VACANCIES & EDUCATIONAL QUALIFICATIONS:

1. Applications are invited from the eligible candidates for the post of Assistant Professors of Broad and Super Specialties in the Government Medical Colleges and Teaching Hospitals (Except Phase-II Medial Colleges) under the control of Directorate of Medical Education through the Direct Recruitment and Lateral Entry
2. Recruitment is on a Regular Basis.
3. Recruitment shall be as per the
   1. Service rules   issued  in   the   Ms.No.154 HM&FW Dept., (A2) Dt.04.05.2002 read with the amendments issued from time to time
   2. Teachers Eligibility Qualifications in Medical Institutions Regulations’2022, Dated:14.02.2022 of National Medial Commission
   3. “Guidelines for Under Graduate Courses Under Establishment of New Medical Institutions, Starting of New Medical Courses, Increase of Seats for Existing Courses & Assessment and Rating Regulations, 2023” Dated:16.08.2023 of National Medical Commission.

4. Total Number of Vacancies : Vacancies include both backlog and regular. Vacancies are tentative and may increase or decrease. Details of specialty-wise vacancies are at ANNEXURE No. I
5. The Merit list prepared under this notification is valid for one year or the next notification issued, whichever is earlier.

Candidates applying under Direct Recruitment shall be completed One year of Senior Residency from a recognized institute after completion of the required qualification.

Pay Scale: Salary will be paid as per the rules in force till the completion of probation The 7^th UGC Pay scales (G.O.Ms.No.22, HM & FW (A1) Dept., Dated 01.03.2021) will be applicable after completion of the probation period. Super Specialty allowance of Rs.30,000/- will be paid in addition to the salary.

FOR THE CANDIDATES APPLYING UNDER DIRECT RECRUITMENT:

AGE:

1. OC candidate should not have completed 42 years as on date of Notification (should not have born before 01-07-1982).
2. EWS/SC/ST/BC candidates should not have completed 47 years as on date of Notification (should not have born before (01-07-1977)
3. Physically Handicapped persons should not have completed 52 years as on date of Notification (should not have born before (01-07-1972)
4. Ex-servicemen should not have completed 50 years as on date of Notification (should not have born before (01-07-1974)Rule of Reservation will apply as per A.P State and Subordinate Service Rules in force
5. ONLY LOCAL   candidates    are    ELIGIBLE   to   apply   for   direct NON-LOCAL candidates are NOT ELIGIBLE to apply.

 LOCAL CANDIDATURE:

1. Candidates who are Local to Andhra Pradesh ONLY need to apply. (Candidates who studied from 4^th Class to10^th Class in the State of  A.P and candidates who migrated to any part of AP from the State of Telangana within a period of 3years from 2^ndJune 2014. (As per G.O.No.132 GAD Dt.13-6-2016 & G.O.Ms.No.133 GAD Dt.13.06.2016) are considered as Local).
2. The Residence Certificate / Nativity / Domicile Certificate issued by MRO/Tahsildar will not be allowed for Local consideration without mentioning the GO.No.132 GAD Dt.13-6-2016 & GO.Ms.No.133 GAD Dt.13.06.2016 for the candidate who studied in the state of Telangana before bifurcation.
3. The Residence Certificate will not be accepted if a Candidate has studied in any Educational Institutions up to SSC or equivalent Examination; such candidates have to produce study certificates in variably.

1. Candidate who is in State Government service and desires to apply in Direct Recruitment shall have to obtain NOC from DPHFW / DSH (APVVP) / DME respective competent Candidate shall submit the format in the prescribed format at ANNEXURE- II
2. Such candidates, if selected, will have to submit an ‘accepted resignation letter’ from the DPHFW/ DSH (APVVP) /DME and only then, will they be permitted to join as Assistant Professor.
3. Candidates working as Assistant Professors under DME are NOT eligible to apply For the SAME SPECIALITY they are working in.

1. Selection will be based on merit and rule of reservation
2. Merit list will be prepared for all the candidates who applied and fulfilled all the eligibility conditions.
3. Selection lists will be prepared based on merit lists and Rule of Reservation issued in AP State and Subordinate Services.
4. Total Marks–100
5. 75 Marks based on the marks/ grade obtained in the qualifying degree. Those who are not having PG marks memo or Grade, percentage of marks will be taken as 50% (50% x 75 = 37.50)
6. It is the responsibility of the candidate to obtain and submit marks memos from the competent authorities where ever grades instead of marks are issued.
7. Regarding the Grades: (Marks will be considered as 75%) (As per Govt.Memo.No.4296/A1/2015, Dated 04.2015)

• 10 marks based on weightage for number of years since passing qualifying examination is upto10 marks @ 1 mark per PG/Completion of PG/Super-specialty completed year.
• 5 marks of weightage will be provided to the candidates who have completed PG/Super Specialty from Central Institutions.
• 15 Marks to the contract service rendered in Government institutions
• Contract service can be calculated from the date of completion of Post-Graduation (Requisite qualification) only.
• 5 marks per six months in Tribal Area.
• 2 marks per six months in Rural
• 1 mark per six months in Urban
• Contract Service Certificate issued by the competent authority and signed by the Superintendent of Government Teaching Hospital/ DM & HO / DCHS shall be submitted for claiming the contract weightage. Contract weightage will not be awarded, in case of non-submission of signed certificate from the above authorities (Annexure – III).
• Weightage will be awarded up to 15 Marks for the candidates who rendered their services on contract basis for COVID-19
• Contract service will be reckoned up to the date of notification as per Government Memo.no.4274/D1/2013, HM&FW (D1) Dept., dt.10.07.2014.
• Spells of services will also be considered for weightage
• Contract weightage will be awarded as per G.O.Rt.No.211, HM &FW(B2) , Dated 08.05.2021 and G.O.Rt.No.7 HM&FW(B2) Department Dt.06.01.2022 read with circularno.03/CHFW/2022, dated 11.02.2022 of CHFW

Following documents to be submitted to claim COVID-19 weightage:

1. Appointment order for COVID-19
2. Monthly attendance
3. Bank statement indicating payment of monthly remuneration along with COVID-19 weightage service certificate.
4. Service certificate from the competent authority in the prescribed proforma (DMHO/DCHS/Medical Superintendent in case of GGH).
5. Covid-19 contract weightage will not be awarded in case of non-submission of any of the above certificates from d (1) to d (4).

Eligibility Criteria :

1. Assistant Professors in broad specialties working in Directorate of Medical Education, Civil Assistant Surgeons working in the Directorate of Public Health & Family Welfare or Directorate of Secondary Health (APVVP) are only eligible to apply.
2. Candidate shall be an approved probationer or should have completed the probation period in the cadre of CAS/ Assistant
3. There shall not be any disciplinary charges pending against the candidate and shall not be in unauthorized absence.
4. Rule of Reservation applicable to the promotions is adhered to, in the recruitment through lateral entry.
5. Candidate applying for Lateral Entry shall submit NOC from the HoD in the prescribed format at ANNEXURE No. IV
6. For the Candidates applying under Lateral Entry, do not require SR. After selection, they will be posted as Senior Resident for a period of one year and after completion of one year SR ship, they will be appointed as Assistant Professor.

Selection Procedure for LE:

1. Merit list will be prepared based on the rank given by the respective appointing authority at the time of recruitment as CAS / Assistant
2. Selection list will be prepared based on merit and the rule of reservation applicable to the promotions as per AP state and subordinate service rules.
3. The decision of the Medical Services Recruitment Board in all aspects and all respects pertaining to the application and its acceptance or rejection as the case may be, the selection or otherwise of any candidate shall be final in all respects and binding on all concerned.
   

1. Application shall be submitted online through https://dme.ap.nic.in from 23.08.2024 to 09.2024  up to 11.59 pm.
2. The candidates shall have to pay the application fee of Rs.1000/- for OC and 500 /- for BC, SC, EWS, ST and PH candidates through payment gateway which was provided in the application module.
3. Interested candidates are requested visit the website https://dme.ap.nic.in. Candidates shall submit the application online uploading with the following certificates in support of their claim in the application.

• Latest passport-size photo*
• SSC Certificates (proof of date of birth)*
• Study Certificate from 4^th to 10^th In case of study of 4^th to 10^th in Telangana and migrated to AP after bifurcation, then certificate from the revenue authorities to that effect as per G.O.Ms.No.132 & 133 GA (SPF&MC) Dept.13.06.2016* (proof of local candidate) (Not applicable for candidates applying under LE)*
• Intermediate certificate*
• MBBS Degree Certificate*
• PG Degree Certificate/Super-Specialty degree certificate*
• PG degree marks memo/Super-Specialty degree marks memo*
• Senior Residency (SR) completion certificate*
• AP Medical Council Registration Certificate*
• In case of candidates who are presently employed with state or central Government and applying under DR, NOC from the appointing authority in the format at Annexure II*
• In case of service candidates applying under LE, NOC from the appointing authority in the format at Annexure IV*
• Declaration given in Annexure No. V must be submitted by the candidate duly filled and signed*.

Contract weightage will not be given if already selected

1. Candidates already working as Assistant Professors in Government of Andhra Pradesh are not eligible under DR
2. Contract Service Certificate from DMHO/ DCHS /Medical Superintendent / Principal (for the period after completion of PG degree), Contract service will not be given without proper service certificate from the DMHO/ DCHS/ Medical Superintendent/ Principal, given in Annexure No. III. (Not applicable for candidates applying under LE)
3. If a person belongs to Ex-serviceman category, certificate regarding the same has to be enclosed. (Not applicable for candidates applying under LE)
4. Candidates, who claim for VH/MH/HH/OH vacancy, must submit Disability Certificate to that extent, issued by concerned medical board or SADAREM.
5. Caste Certificate in case of SC / ST / BC or Social Status (for candidates claiming EWS) Certificate issued by Competent authority. If caste certificate is NOT submitted, then such candidate is considered as OC.
6. Meritorious sports certificates in case of claiming the sports quota.
