Engagement of Apprentices for Apprenticeship Training under the Apprentices Act, 1961 over East Central Railway.

ONLINE applications are invited from interested candidates for engagement of Act Apprentices for imparting training under the Apprentice Act 1961 in the designated trades at Divisions/Units in the jurisdiction of East Central Railway against 1832 slots. Applications complete in all respects should be submitted only ONLINE till 17:00 hrs of the closing date.

Candidates should note and take cognizance of the fact that this is a Centralised Notification for engagement of Act Apprentice under the Apprentices Act 1961 for East Central Railway’s Divisions/Units. Railway Recruitment Cell, East Central Railway (RRC/ECR) has been nominated as nodal agency for obtaining ONLINE applications from candidates and preparation of their merit list. Merit list will be prepared Division/Unit wise and candidates must note that no centralized merit list will be formed. Candidates can submit their applications ONLINE only on RRC’s official website rrcecr.gov.in.

After preparation of merit list, the same will be advised to respective Divisions/Units of East Central Railway. Document verification and medical examination will be held in opted Divisions/Units, as per the choice of Division/Unit as mentioned in the Candidate’s application.

MODE OF SELECTION:

Selection for Apprenticeship training will be on the basis of merit list prepared in respect of all the candidates who apply against the notification for a particular Division/Unit. The merit list will be prepared taking the average of the %age marks obtained by the candidates in both Matriculation with minimum 50% (aggregate marks) and ITI examination giving equal weightage to

For the purpose of calculation of percentage of matriculation, marks obtained by the candidates in all subjects will be reckoned and not on the basis of marks of any subject or a group of subjects.

In case of two candidates having the same marks, the candidate with older age shall be In case the dates of birth are also same, then the candidate who passed matriculation exam earlier shall be considered first.

Candidature of finally enlisted candidates for Apprenticeship Training will be subjected to verification of original documents and being found fit in appropriate Medical examination.

During submission of ONLINE application, a Registration number will be issued to each Candidates are advised to preserve/note their Registration Number for further stages of recruitment process/correspondence with RRC.

NOTE-1: To avoid last minute rush, candidates are advised in their own interest to submit ONLINE application suitably before the closing date, so that inconvenience on account of heavy load on the website during the last days may be avoided.

NOTE-2: RRC does not accept any responsibility for the candidates not being able to submit their application within the last day on account of aforesaid reasons or any other reason.

Abbreviation: UR-Unreserved, OBC – Other Backward Class, SC – Scheduled Caste, ST – Scheduled Tribe, EWS - Economically Weaker Section.

 Note 1: 

In the permissible trades, the reservation for Persons with Benchmark Disabilities (HI/VI/LD/MD) will be 4%.

Reservation to the extent of 3% for Ex-servicemen, their children and children of Armed Forces

Slots for PwBD and Ex-Servicemen are not separate, but included in the total number of slots.

There will be 10% reservation to EWS (Economically Weaker Section) candidates from their community (UR).

When the prescribed numbers of persons belonging to the Scheduled Caste (SC) are not available, it will be filled by Scheduled Tribe (ST) candidates. For in case person belonging Scheduled Tribe (ST) are not available, it will be filled by Scheduled Caste (SC) candidates. If the prescribed training slots for SC/ST candidates cannot be filled even in the above given manner, then the training slots so lying unfilled will be filled by persons not belonging to SC or ST i.e. Unreserved candidates. Similarly, the seats remaining unfilled by Other Backward Class (OBC)/EWS candidates of unreserved

 Note 2: Candidates are advised to go through the available training slots given above vis-a-vis their ITI Trade thoroughly and select the Division/Unit accordingly. It should not happen that the candidate selects a Division/Unit where there is no training slot requirement for his/her ITI Trade. In such a situation, the application may eventually become meaningless. Moreover, candidates are also not allowed to make any changes after the final submission. Moreover, candidates are also not allowed to make subsequently or multiple applications as in such an eventuality, all the applications shall be summarily rejected.

 ELIGIBILITY CONDITIONS

 The candidates should have completed 15 years of age and should not have completed 24 years of age as on 01.2023.

•  The upper age limit is relaxable for following specified categories to the extent indicated below:
•  By 5 years for candidates belonging to SC/ST
•  By 3 years for candidates belonging to OBC
•  For Persons with Benchmark Disabilities(PwBD) -10 years for UR, 13 years for OBC and 15 years for SC/ST

Relaxation for Ex-servicemen in the age will be total Military service plus 3 years subject to completion of at least six months regular attested service.

 The candidates, who want to avail the benefits of reservation of SC/ST, must produce his/her certificate on Central Government format issued by appropriate authority according to the Annexure-1 at the time of document Similarly, the candidates who want to avail the benefit of reservation of OBC, must produce Caste certificate and Non-Creamy Layer Certificate issued on or after 1.4.2023 on Central Government format by appropriate authority as per sample Annexure-2 at the time of Document Verification.

 Reservation for Economically Weaker Section (EWS)

Candidates who are not covered under the scheme of reservation for SC/ST/OBC- NCL and whose family has gross annual income below Rs. 8.00 Lakh (Rupees Eight Lakhs only) are to be identified as EWS for benefit of reservation for EWS. The income shall also include income from all sources i.e. Salary, Agriculture, Business, Profession etc. for the financial year prior to the year of Application.

The benefit of reservation under EWS can be availed upon production of an income and Asset Certificate issued by a Competent Authority. The Income Asset Certificate issued by any one of the following authorities in the prescribed format as given in Annexure –III shall only be accepted as candidate’s claim as belonging to EWS.

1. District Magistrate/Addl. District Magistrate/Collector/Deputy Commissioner/Addl. Deputy Commissioner/1stClass Stipendiary Magistrate/Sub-Divisional Magistrate/Taluka Magistrate/Executive Magistrate/Extra Assistant
2. Chief Presidency Magistrate/Addl. Chief Presidency Magistrate/Presidency
3. Revenue Officer not below the rank of
4. Sub- Divisional Officer of the area where the candidate and/or his family normally

 The candidates who want to avail the benefit of reservation of Ex-servicemen and Armed Forces Personnel, must produce Discharge certificate and in case of children of Ex- servicemen and children of Armed Forces Personnel, they must produce “Discharge certificate” or “Armed Forces Serving Certificate” respectively (as the case may be) of his/her parents at the time of document

 EX-SERVICEMEN

An Ex-serviceman candidate selected under the reservation provided for them is to be placed in the appropriate category viz. UR/SC/ST/OBC/EWS to which he/she belongs Ex-servicemen. Their children and children of Armed Forces Personnel will be engaged for Apprenticeship as per preference order mentioned below:- 

1. Children of deceased/disabled Ex-servicemen including those killed/disabled during peace
2. Children of Ex-servicemen
3. Children of Serving Jawans
4. Children of Serving Officers
5. Ex-servicemen

 EDUCATIONAL QUALIFICATION

 The candidate must have passed Matric/10th class examination or its equivalent (under 10+2 examination system) with minimum 50% marks in aggregate, from recognized Board and ITI in relevant trade (i.e National Trade Certificate in the notified trade issued by National Council for Vocational Training or Provisional Certificate issued by National Council for Vocational Training/State Council for Vocational Training).

 PAYMENT OF FEES

• Fee payment will have to be made online through payment gateway as part of online application process as under-
•  Once the online application is complete in all respects at RRC/ECR’s official website www.rrcecr.gov.in candidates will be directed to bank payment gateway to make payment.
•  Once the payment is successfully done, candidates will be re-directed to RRC/ECR’s official website to complete the application process and download the filled up application form.
•  In case the candidate tried to make payment before and come across some issues like loss of internet connection due to which the fee amount has been deducted from their Account/Debit/Credit card but still unable to download the application, please click on “ Verify Payment” button to reconfirm the same from the payment gateway.
•  After ensuring the correctness of the particulars of the application form, candidates are required to pay fees through the payment gateway integrated with the online application. No change/edit in the details entered in the application form will be allowed
• The payment can be made by using Debit/Credit card or Internet Banking by providing information as asked on the screen. Transaction charges for online payment, if any, will be borne by the candidates.
•  On successful completion of the transaction, e-receipt with the date entered by the candidate will be generated which should be printed and retained by the candidate.
•  If the online transaction is not successfully completed, please login again and make payment online.
•  No fee is required to be paid by SC/ST/PwBD/Women

STANDARDS OF FITNESS FOR THE PERSON WITH DISABILITY Definitions of Disabilities:

• Blindness: “Blindness” refers to a condition where a person suffers from any of the following conditions, namely: (i) total absence of sight, or (ii) visual acuity not exceeding 6/60 or 20/200 (snellen) in the better eye with correcting lenses; or (iii) limitation of the field of vision subtending an angle of 20 degree or
• Low vision: “Person with low vision” means a person with impairment of visual functioning even after treatment or standard refractive correction but who uses or is potentially capable of using vision for the planning or execution of a task with appropriate assistive
• Hearing Impairment: “Hearing Impairment” means loss of 60 (sixty) decibels or more in the better ear in the conversational range of
• (i) Locomotor disability: “Locomotor disability” means disability of the bones, joints or muscles leading to substantial restriction of the movement of the limbs or any form of cerebral palsy.
• Cerebral Palsy: “Cerebral Palsy” means a group of non-progressive conditions of a person characterized by abnormal motor control posture resulting from brain insult or injuries occurring in the pre-natal or infant period of

• All the cases of orthopedically handicapped person would be covered under the category of “locomotor disability or cerebral palsy”.
• Multiple Disabilities: Those PwBD candidates who have more than one disabilities will be treated is Multiple Disabilities(MD).
• Any other category as maybe notified by the central government
• DEGREE OF DISABILITY FOR RESERVATION: Only such persons would be eligible for reservation in posts who suffer from not less than 40 per cent of relevant disability. A person who wants to avail the benefit of reservation would have to submit a Disability Certificate issued by a competent authority in the format given in Annexure-IV.
• COMPETENT AUTHORITY TO ISSUE A DISABILITY CERTIFICATE: The competent authority to issue a Disability Certificate shall be a medical Board duly constituted by Central or State Government consisting of at least three members out of which at least one shall be a specialist in the particular field for assessing locomotor/cerebral/visual/hearing disability, as the case may be.

 HOW TO APPLY

• Candidates are required to apply ONLINE by visiting official website of RRC (ECR) rrcecr.gov.in. Detailed instructions for filling up ONLINE applications is available on the website.
• Candidates are required to log on to official website of RRC (ECR) rrcecr.gov.in provided for filling ONLINE applications and fill up the Personal details/Bio-data etc. carefully.

 NOTE-1: Candidates should be in possession of Aadhar Card. At the time of registration, candidates have to fill 12 digits Aadhar Card number. The candidates not having Aadhar number and have enrolled for the same but have not received Aadhar card can enter 28 digits Aadhar Enrolment ID printed on the Aadhar enrolment slip.

This provision is applicable to the candidates of all states and union territories accept the state of Jammu & Kashmir, Meghalaya and Assam. Applicants from these states can enter in the online application form, their voter id number, valid passport number, driving licence number or any other valid government identity card at the time of online application.

Candidates have to produce original Aadhar Card or document mentioned above at the time of document verification.

NOTE-2: Candidates should ensure their name, father’s name, date of birth. Percentage of marks in Matric(10th) and ITI etc. should match exactly as recorded in Matriculation/ITI certificate. Any deviation found during any stage will lead to cancellation of candidature.

 NOTE-3: Candidates are advised to indicate their active mobile number and valid email id in the ONLINE application and keep them active during entire engagement process as all important information/messages will be sent by email/SMS which will be treated as deemed to have been read by the candidates.

• Candidates trying to submit more than one application with different particulars like Name/Father’s name/Community/Photo/Educational and/or Technical qualification et or with different e-mail ID/Mobile number are informed that all such applications will be summarily rejected and liable to be debarred.
• Candidates have to keep printouts of their ONLINE application. If found eligible, he/she will be called for document verification and the printout of online application will be required to be produced at the time of document

 SCANNED PHOTOGRAPH/SOFT COPY OF PHOTOGRAPH

Candidates are required to upload their colour photograph (size 3.5 cm X 3.5 cm taken not later than three months from the date of application in colour, JPG/JPEG format, 100 DPI, size of file should be between 20 kb to 70 kb) with clear front view of the candidate without cap and sunglasses. Candidates may note that RRC may, at any stage, reject the applications for uploading old/unclear photograph or for any significant variations between photograph uploaded in the application form and the actual physical appearance of the candidate. Candidates are advised to keep two additional copies of the same photograph ready with them for bringing at the time of document verification.

 SCANNED SIGNATURE/SOFT COPY OF SIGNATURE:

 Candidates are also required to upload their signature (size 3.5 cm X 1.5 cm. in JPG/JPEG format, 100 DPI, size of file should be between 10 kb to 30 kb). Signature must be in running handwriting not in block/capital or disjointed letters.

 DOCUMENTS TO BE UPLOADED:

 Candidates are required to upload the legible scanned copy of the following documents:

• SSC (Standard 10th) or its equivalent Marks
• Certificate for proof of Date of Birth ((Standard 10th or its equivalent Marks Sheet or School Leaving Certificate indicating Date of Birth).
• Consolidated Marks Sheet of ITI for all semesters of the trade in which applied/ Provisional National Trade Certificate indicating
• National Trade Certificate issued by NCVT or Provisional National Trade Certificate issued by NCVT /SCVT.
• Caste Certificate for SC/ST/OBC candidates, in Annexure-“I” & “II”, wherever EWS certificate in Annexure-III.
• Disability certificate, in case of PwBD Candidate in Annexure-IV.
• Discharge certificate/Serving certificate, in case of candidates applied against Ex-servicemen

Production of original documents, as stated above, and identity proof/ Aadhar Card on the day of document verification is mandatory without which, candidate   will not be allowed to appear in the document verification. Certificates in languages other than English or Hindi should be accompanied by an attested translation in English/Hindi.

 LAST DATE FOR RECEIPT OF APPLICATION:

The ONLINE application, complete in all respect, can be submitted through ONLINE process to RRC up to 09/12/2023 till 17:00 hrs. No physical copy of the application is required to be sent to RRC. Even if it is received, no cognizance will be taken to it.

TRAINING PERIOD & STIPEND:

• Training will be arranged in accordance with the standards and syllabus prescribed by the Central Apprenticeship The selected candidates will be paid stipend during Apprenticeship at the applicable rates as per extant instructions. Rates are liable to change as per rules and directions issued by Railway Board time to time.
• No Hostel accommodation will be provided and selected candidates will have to make their own arrangement during their training as per Apprentices Act’1961 and they will be released on completion of the

 AGREEMENT OF TRAINING:

• Before commencement of the Apprenticeship training in the designated trade, the selected candidate has to enter into a Contract of Apprenticeship Training with the applicable relevant provisions.
• Where the Contract of Apprenticeship is terminated through failure on the part of the employer in carrying out the terms and conditions of the contract (as notified under the Apprenticeship Rules’1992), candidate will be paid Apprentice Compensation as prescribed.
• It is not obligatory on the part of employer to offer any employment to the passed out Trade Apprentices on completion of the period of Apprenticeship training in the establishment nor shall it be obligatory on the part of the Apprentice to accept an employment under the employer.
• In case the selected candidate is minor, then, his/her guardian has to enter into a Contract of Apprenticeship with the employer.

 MEDICAL FITNESS

• A person shall be eligible for being trained under the Apprentices Act’1961 and Apprenticeship Rule’1992, as amended from time to time if he/she satisfies the minimum standards of physical fitness as prescribed in the aforesaid Act and Railway Medical Standards prescribed for imparting training to the relevant trades which will be certified by a Railway Doctor.
• The selected candidates called for Document Verification will have to submit Medical Certificates in the prescribed Proforma as given in Annexure-V. The Medical Certificate should be signed by Government authorized Doctor (Gazetted), not below the rank of Assistant Surgeon of Central/State

• The selected candidates will have to pass the prescribed Medical examination and Physical fitness before engagement, for which the candidates will have to pay a sum of `24/- towards medical examination

•  Candidature of the candidate shall be cancelled if he/she fails to produce the required original testimonials for verification or any other discrepancy noticed
•  If it is noticed by the Railway administration that the candidate has furnished wrong/fake/false certificate(s), the railway administration reserves the right to discharge the candidate/selected candidate at any stage without notice, even after his/her selection to undergo
•  The Railway administration does not undertake any responsibility for sending reply to the candidates not selected or not called for. No correspondence in respect of the applications submitted shall be entertained or replied by this office to any individual or
• The Railway administration will not be responsible for any printing
•  No allowance will be paid to the candidates called for document verification.
•  Candidates need not send any application printouts or certificates or copies to RRC by The candidature of the candidates will be considered only on the strength of the information furnished in the ONLINE application.
•  After selection for engagement, request of candidate to change the division/unit will not be entertained.
• In case of any dispute, English version of the Notification will be treated as valid.
• Any legal matter arising out of this Employment Notice, shall fall within the legal jurisdiction of Hon’ble Central Administrative Tribunal, Patna only.
