Online applications are invited from the eligible candidates for filling up of 396 Vacant posts of Inclusive Education Resource Persons for CWSN (IERPs) in all erstwhile districts located across the state of A.P purely on temporary basis and contractual terms and conditions for the Academic Year 2023-24.

The number of vacancies may increase or decrease for any reason whatsoever on administrative grounds.

The  eligible candidates can only apply through online https.apie.apcfss.in as per the schedule below.

Fee: The Application fee of Rs: 100/- should be paid through the payment gateway of APCFSS.

Age Limit:

No person shall be eligible for recruitment to the post of Inclusive Education Resource person for CwSN (IERP) if he/she is less than 18 years of age and not more than 42 years of age as on 31.07.2023. However, in case of SC/ST/BC/EWS candidates the maximum age limit shall be 47 years and in case of differently abled candidates the maximum age limit shall be 52 years. For the ex-service men the maximum age limit is 45 years.

Educational Qualifications:

The candidates should possess the following Professional Qualifications (as per RCI norms)

Must possess a Bachelor’s Degree and Bachelor’s Degree in Special Education (Spl. B.Ed) recognized by the Rehabilitation Council of India (RCI).

Or

Must possess a Bachelor’s Degree and B.Ed (General) with one year Diploma in Special Education. 

Or

Must possess Bachelor’s Degree and General B.Ed degree with two year Diploma in Special Education recognized by the Rehabilitation Council of India (RCI).

Or

  1. Must possess Bachelor’s Degree and General B.Ed degree with Post Graduate Professional Diploma in Special Education recognized by the Rehabilitation Council of India (RCI). Or
  2. Must possess Intermediate and D.Ed in Special Education recognized by the Rehabilitation Council of India (RCI).

Note: The candidates applying for the post of Resource person for CwSN (IERP) should have registered his/ her name with the Rehabilitation Council of India. The applications without the registration details, like Reg.no. Date of registration, will be rejected.

Medium of instruction:

The candidates who possess required qualifications as mentioned at point no.3 above and pursued their studies in English/ Telugu/ Urdu medium are eligible to apply as per their educational qualifications to the posts. However, must study Telugu as one of the languages in SSC.

Selection Procedure:

The selection shall be made purely on a merit basis duly awarding weightage for the academic performance of the candidates which includes academic and professional qualifications.

The merit in both academic and professional qualifications for the post of Resource person for CwSN (IERP) post shall be calculated for 100 marks as detailed below.

calculation of weightage/ Merit

  1. If in Intermediate candidate secured 755, out of 1000, then the weightage shall be calculated as 755/1000 x 10 = 7.55
  2. For degree, if a candidate secured 825, out of 1000, then the weightage shall be calculated as 825/1000 x 30 = 24.75
  3. For PG, if a candidate secured 800, out of 1000, then the weightage shall be calculated as 800/1000 x 5 = 4
  4. For D.Ed / B.Ed in Special Education. if candidate secured 875, out of 1000, then the weightage shall be calculated as 875/1000 x 35 = 31
  5. “If a candidate has an experience of working as IERP under Samagra Shiksha, Government of Andhra Pradesh only, he /she shall be given a weightage of 0.50 marks per academic year and same is limited to past 10 academic years."
  6. If a candidate completed six months or above in an academic year, the same shall be calculated as one year.
  7. If the candidate has worked for below 6 months, the same shall not be considered as a completed year and no weightage shall be given for such period.
  8. Maximum service weightage is limited to 5 marks only.

Note: In case of decimal points, it shall be considered up to three digits only. Ex: 75.453

  1. Calculation Marks for conduct of Skill Test:

Total marks for communicative skills are 15. The district level committee shall observe the following abilities by conducting skill test.

 District Level Committee:

a) A committee under the Chairmanship of the Joint Collector constituted at district level shall take up the initiation of recruitment in their respective districts as per the guidelines issued by the State Project Director, SS, A.P., The committee comprising the following members:

 Roaster Points:

  1. All vacancies shall be filled with in accordance rule of reservation as ordered by the Govt time to time
  2. Earlier Roster points for all posts shall be continued and for all category of posts by the District Office as per G.O.77 General Administration (Services-D) Department dated 2-08-2023 and take very much care in implementing the horizontal reservations in respect of women and differently abled persons.
  3. The APCs of Samagra Shiksha, District Project Office shall conduct the recruitment process as per the prescribed rosters without any deviation.
  4. In the earlier recruitment process of IERPs some Project officers at Districts have followed the roster system, while ignored by others. In such Districts, wherever roster is not followed in earlier notification, roster should be followed right from roster point “1”
  5. Whichever Districts have followed the roster system in earlier recruitment process of IERP’s on contract basis, they have to follow the continuous cycle as mandated
  6. All posts which earmarked for the particular community shall be filled with the same community only. However, in case of non- availability of candidates in a particular community, then the following system to be followed for filling all posts.

Special Guidelines for filling up of all posts:

I. If ST candidates are not available, then the same shall be filled with SC, if SC is also not available, then the same shall be filled with BC.A,B,C,D,E candidates respectively, if BC candidates are also not available, then the same posts shall be filled with OC candidates.

II. If SC candidates are not available, then the same shall be filled with ST, if ST is also not available, then the same shall be filled with BC. A, B, C, D, E candidates respectively, if BC candidates are also not available, then the same posts shall be filled with OC candidates.

III. In case BC.A candidates are not available, then the same shall be filled with the other groups of BC i.e., B, C, D, E respectively and if the candidates are not available in the other group of BC, then the same shall be filled SC, ST/OC respectively.

IV. In case of differently abled candidates PH/VH/HH if no candidate is available in a particular subgroup of differently abled rosters, then the same will be filled other subgroups among PH category. If no candidate is available in the PH sub groups, then shall be filled with OC candidates.

V. In case Ex. service men candidate is not available, then the posts can be filled up with O.C. candidates. Legal heirs of the actual Ex- service man are eligible for claiming of Ex-service man reservation.

VI. In case of EWS candidates are not available then the same shall be filled with OC candidates.

Role of State Office:

  • Issue Paper Notification as per schedule.
  • Preparation of online application and make it available in the website.
  • Preparation of short list for all posts at @ 1:5 ratio.
  • Furnish the details of shortlisted candidates to the districts.
  • Furnish the details of additional candidates to the district, if the genuine merit candidates not found in the 1:5 ratio.
  • No Certificates verification at Head office in preparation of 1: 5 merit lists. It is the responsibility of the concerned district level committee to verify to check and verify the genuineness of the certificates uploaded by the candidates:
  • Preliminary shortlist shall be prepared by the State Office for every post @ 1:5 ratio considering the certificates uploaded and merit confirmed by the candidates.
  • The list of shortlisted candidates will be furnished to the respective erstwhile districts for verification of original certificates/ experience certificate/disability/
  • Experience Certificates of Resource Person for CwSN (IERPs) worked in Samagra Shiksha, Andhra Pradesh shall only be taken into consideration for awarding weightage, issued by the competent authority.

Role of District Level Committee:

  1. Verification of academic/professional qualifications, experience, disability, caste etc.
  2. Call for the shortlisted candidates for certificates verification.
  3. The district level committee should call the shortlisted candidates after certificate verification, for the skill test/ interview in 1:3 ratio.
  4. Conduct interview as per the schedule given by the State Office.
  5. Finalization of merit list and communication to the selected candidates.
  6. Issue of appointment orders to the selected candidates.
  7. To enter Agreement with selected candidates on contract basis.
  8. Furnish the list of selected candidates to the state office.
  9. Communication to State Office, if genuine meritorious candidates are not found in the given 1:5 ratio shortlist.
Honorarium:

Fixed honorarium will be paid per month to the post of Resource Person for CwSN @ Rs. 20,000/- and no other allowances shall be paid. However, Government decision is final to reduce or increase in the honorarium.

General Guidelines:

  • No person shall be eligible for any post unless He/ She is above 18 years and below 42 years of age as on 1.08.2023. However, in case of SC/ST/BC/EWS candidates the maximum age limit shall be 47 years and in case of physically challenged candidates the maximum age limit shall be 52 years and 45 years for Ex. service men.
  • The physically challenged candidates, who have not less than 40% of disability in the relevant area as per the G.O.Ms.No.68, School Education (Exams) Department, dated: 26.10.2018 shall only be eligible for claiming age relaxation and rule of reservation.
  • Since English is the medium of instruction in all Schools, the applicants should have capability to communicate any information in English Medium.
  • However, even after selection, if found incapable in Special Education areas, submission of false documents, mis-behavior with students, the services of such individual may be terminated at any time without prior notice in this regard.
  • The erstwhile district is the unit for applying and appointment for all of posts.
  • If two or more candidates have secured same marks in the merit then the first priority will be given to the elder one. If date of birth is also same, then highest marks in Special D.Ed/B.Ed Class will be considered.
  • The candidates who have not attended for skill test are not eligible for final selection.
  • No one candidate is allowed to apply to more than one district.
  • All posts are district cadre posts and should be filled in with local candidates only.
  • Candidates are strictly advised to apply in their local districts only.
  • The interested candidates can apply to these posts through online and should upload all documents without fail.
  • If any candidate failed to upload the relevant documents his/her candidature summarily be rejected and no application shall be entertained in physical mode.
  • The candidates, who got terminated earlier on disciplinary grounds and on severe allegations are not eligible to apply in this recruitment.
  • The candidates, who wish to claim EWS quota must furnish the income certificate below Rs. 8.00 Lakh per Anum issued by the competent authority.
  • Candidates who submit false/fake information/uploading fake marks/higher marks than actual figures/highest figures in online application form shall be liable for criminal prosecution besides rejection of the application or cancellation of The names will be recommended to other departments and to debar them in Government competitive examinations.
  • The number of candidates selected shall not be more than the number of vacancies notified.
  • There shall be no waiting list and Posts, if any, unfilled for any reason, shall be carried forward for future recruitment 

Contract conditions:

  1. All the appointments issued under this notification is purely on contract and temporary basis for this academic year only. The individuals shall not have any right to seek regularization/Minimum Time Scale/ Enhancement of honorarium.
  2. The performance of the individual will be measured based on their achievements and behavior with the students and staff.
  3. The appointing authority shall have right to terminate the least performance candidates and to re-engage the best performance candidates at any time without giving any time.
  4. The appointment is purely temporary up to closing of the academic year only and they may continue for next academic year as per their performance only.
Local Status:
  1. The candidates, who have studied 7 consequent years from classes 4 to 10 in a particular district, shall be considered as local candidate.
  2. If in case, one candidate studied 3 years in one district and 4 years in another district, the period in which district has studied 4 years shall be considered as local candidate to that particular district.
  3. In case of the candidates who studied 3 years in one district and 3 more years in one district and one year in one district, in this case consider the local district wherever he /she pursued their SSC.
  4. In case of private candidates studied in un-recognized schools, they have to furnish residence certificate issued by the Tahsildar of the concerned mandal duly specifying the period of residence from starting year to ending year prior to completion of SSC certificate.
In respect of the candidate who studied in the district of Erstwhile of Andhra Pradesh e. present Telangana district shall be followed the G.O.Ms.No. 133 dated 13.06.2016 regarding their local status

Appellate Authority: The District Collector is the Appellate Authority in connection with the engaging of Resource Persons for CwSN i.e., merit, roaster, caste, disability, experience etc.
