Applications are invited from the eligible candidates for the post of Civil Assistant Surgeon Specialists in APVVP Hospitals under the control of Commissioner, APVVP on Regular/Contract basis.
Local candidates are eligible to apply for the regular/contract recruitment. Non-Local Candidates can also apply; however, they will be considered only for the contractual appointment. Further, if local candidates are not fitting into roster points, age limit etc., they will be eligible for contract basis recruitment. Specialist doctors who retired from Govt. Service and below 70 years of age as on 07.2023 will be considered only for contractual appointment.
The contractual appointment is initially for a period of one year and extendable depending upon the satisfactory services of the doctor and the other eligibility

(Note: Merit lists will be communicated through Whatsapp/e-mail and counseling for choosing place of posting will be conducted through physically/ZOOM counseling. If, selection and counseling could not be completed on the day of walk-in, counseling would be conducted through ZOOM conference on the next day and as such candidates need not wait on the following day).

అర్హత: సంబంధిత స్పెషాలిటీలో డిప్లొమా/ డీఎన్బీ/ పీజీ డిగ్రీ ఉత్తీర్ణులై ఉండాలి.. సంవత్సరాలు
వయోపరిమితి: 42 మించకూడదు.
వేతనం: నెలకు గిరిజన ప్రాంతానికి రూ.2,50,000; గ్రామీణ ప్రాంతానికి రూ.2,00,000; పట్టణ ప్రాంతానికి రూ.1,30,000 చెల్లిస్తారు.
ఎంపిక ప్రక్రియ: విద్యార్హతలో సాధించిన మార్కులు, పని అనుభవం, ధ్రువపత్రాల పరిశీలన రూల్ ఆఫ్ రిజర్వేషన్ ఆధారంగా ఎంపిక చేస్తారు.

Interested candidates are requested to attend the walk-in recruitment with the following original certificates and one set of xerox copies on the day of walk-in.
- SSC certificate or its equivalent(proof of date of birth).
- Certificate of P.G. Degree/P.G. diploma/DNB.
- Marks Memos of all years of P.G. Degree/P.G. diploma/DNB.
- AP Medical Council Registration Certificate.
- In case of specialist doctors who were retired from Govt.Service and who did not complete 70 years of age as on the specified date, shall bring a copy of retirement order and a copy of pension of payment order.
- Study certificates from class 4th to 10th In case of private study, local candidature certificate for the seven years period proceeding to 10thclass in the prescribed proforma from the Tahsildar concerned. Candidates migrated from Telangana state shall submit certificate of local candidature as per G.O.Ms.No.132 & 133 dt.13.06.2017. I n absence o f the suitable certificate, the candidate would b e considered a s non-local candidate and he/she would b e considered for contract appointment only.
- Social status (including valid EWS) certificate issued by the competent authority, in absence of which candidate would be considered as open
- Certificate of disability issued in SADAREM in case of orthopedically disabled.
- If person belongs to Ex-serviceman, certificate on the same.
- Contract Service certificate from the controlling officer concerned i.e.DM&HO / DCHS/ Superintendent of GGH /Principal (for the period after completion of PG degree) Contract service will not be given without properservicecertificatefromtheDMHO/DCHS/SuperintendentofGGH/Principal.
- In case of doctors who are presently employed with state or central Government, NOC from the appointing authority.

ANNEXURE A

Education Qualification:

a) Must have passed PG Degree / Diploma / DNB in that particular specialty or its equivalent b) Registered in A.P. Medical Council. |
Age:
Upper age limit is 42 years. Age will be reckoned as on 01-07-2023 with the relaxations as applicable. Relaxation will be as follows:-
- For SC, ST, BC and E W S : 05 (Five years).
- For ex-service Men: 03 (Three) years in addition to the length of service in armed forces.
- For Physically Challenged persons: 10 (Ten) years.
- Candidate should not have completed 70 years as on 01.07.2023 for contractual appointment.
- Candidates who belong to Andhra Pradesh (AP) only need to apply for regular recruitment. (Local candidates who studied from 4th Class to 10th Class in the State of A.P. and candidates who migrated to any part of AP from the State of Telangana within a period of 3 years from 2nd June 2014. (As per G.O. No. 132 GAD Dt.13-6-2016 & G.O.Ms.No. 133 GAD 06.2016).
- The non local candidates will be considered for appointment on contract basis only.
- In case of private study, local candidature certificate for that particular 7 years period preceding to the year of passing X class, from the competent authority in Form Appendix-I (certificate of residence prescribed vide Sub clause (ii) of clause (a) of para 7 of the Presidential Order) (proforma is herewith enclosed). Candidates migrated from Telangana shall submit certificate of Local candidature as per GO No 132 & 133 dt:13.06.2017. In the absence of the suitable certificate, the candidate will be considered as non-local.
- The Residence Certificate will not be accepted if a Candidate has studied in any Educational Institutions up to SSC or equivalent Examination such candidates have to produce study certificates invariably.
- Scale of Pay Rs.61,960 to Rs.1,51,370 and other allowances as admissible under the rules in force from time to time.
- The specialist doctors posted in the hospitals located in tribal area will be paid 50% over basic pay as an additional incentive.
For contract appointment:-
Contractual appointment will be taken up after completion of selections on regular basis.

The contractual appointment is initially for a period of one year and extendable depending upon the satisfactory services of the doctor and other eligibility criteria.
Selection Procedure:
- Merit list will be prepared for all the candidates who attended walk-in-recruitment and submitted the applications. Merit list will be prepared based on the following marks matrix.
- Total Marks:100
- 65% will be allocated for aggregate of marks obtained in all the years in P.G.Diploma or any other equivalent qualification.
- In addition 10% will be allocated for P.G.Degree/DNB/Equivalent qualification.
- Those who are not having PG marks memo or grade, percent age of marks to be taken as 50% (50%x75=37.50). It is the responsibility of the candidate to obtain and submit marks memos from the competent authorities where ever grades instead of marks are issued.
- Regarding the Grades:(Marks will be considered as75%)(As per Govt. Memo No. 4296/A1/2015, Dated 22.04.2015)

- Weightage up to 10 marks @ 1.0 mark per completed year after acquiring requisite Qualification. Weightage will be reckoned up to the date of issue of notification.
- The Medical Officers who worked on contract/outsourcing/honorarium basis and discontinued for administrative reasons i.e. for want of vacancy will be eligible for contract weightage.
- Maximum weightage for Government service rendered on contract/outsourcing/Honorarium basis in Tribal/Rural/Urban areas including COVID-19 duties is 15%.
- The COVID-19 weightage shall be applicable only to the persons who have been formally appointed by a competent authority authorized under the relevant covid orders/GOs and are appointed by District Collector or any other competent authority based on orders issued by Government from time to time and certified by the controlling officers (DMHO / DCHS/Superintendent of GGH)to that effect as per GO RTNO211,HM&FW(B2)Dept.,Dt:08.05.2021, GO Rt No.573 HM&FW(B2) dept. dt.01.11.2021 and GO RtNo.07 HM&FW(B2) dept. Dt.06.01.2022, Govt.Memo.no. 3740784/B2/2020ofHM&FW(B2)Dept .,dt.14.02.2022& read with circularno.03/CHFW/2022, dated.11.02.2022 of the Commissioner of Health & Family Welfare, A.P.COVID weightage will be considered to those who submitsappointmentorderforCOVID-19 management, Monthly attendance certificates and Bank statements indicating payment of monthly remuneration along with COVID weightage service certificate.
- Contract service will be reckoned up to the date of notification as per Govt.Memono.4274/D1/2013, HM&FW(D1) Dept., dt.10.07.2014.
In-service candidate:
- Candidate who is already in service and desires to attend walk-in-recruitment shall have to obtain NOC from concerned Director /Commissioner/DME and enclose the same.
- Such candidates, if already claimed benefit of weightage in the earlier recruitment and got appointment in earlier notifications will not be allowed the benefit of weightage of contractual service in this selection and their merit will be calculated only basing on the marks obtained in PG Degree/PG Diploma and weightage for the waiting period.
- Such candidates, if selected, will have to submit accepted resignation letter from the concerned Director/Commissioner/DME and then only will be permitted to join as Civil Assistant Surgeon-Specialist.
The decision of the selection committee as per G.O. Ms. No. 109, HM & FW (A2)Dept., Dt. 23.6.2014, Govt., Memo No.4298/A1/2015 HM&FW (A2) Dept dated 22-04-2015 and G.O. Ms. No. 154, HM & FW (A1) Dept., Dt. 4.5.2002 in all aspects and all respects pertaining to application and its acceptance or rejection as the case may be, the selection or otherwise of any candidate shall be final in all respects and binding on all concerned.
Important information to candidates:
- Undergoing P G / Super Specialty course are advised not to apply. Permission will not be given to continue their PG/Super Specialty course under any circumstances, if selected.
- Selected candidates will be posted to any medical institution as per requirement of the department.
- If selected, he/she should stay at the Bonafede Head Quarters compulsorily.
The recruitment is subject to the outcome of any O.As/W.Ps pending before court and likely to arise in the matter.
The selection committee also reserves its rights to alter or modify regarding conditions laid down in the notification for final selection and also posts notified.
